Peter is the Executive Chair of PF Global and was the founder of Stonehaven. A pollster and campaigner by training, he has spent 15 years helping clients understand how politics, policy and regulation collide, and win the argument in the public sphere.

Rachel is the CEO of PF Global and was the founder of Public First. She was previously founder of the New Schools Network, SVP for tech company Amplify, and an adviser to the UK Prime Minister on education, labour market, and innovation policy.

Neil is Specialist Partner in Energy. For the last five years he has worked with global energy companies, critical mineral companies, and philanthropic organisations to change public policy and attitudes. He was previously Global Retail Director for Iberdrola across five international markets and led ScottishPower’s Retail and Generation Business for close to 8 years. Neil sits on the Cancer Research UK Corporate Partnerships Board and, together with friends and colleagues, has raised over £20m for the charity in the last 8 years.

Ed is a Partner at PF Global. Before joining Public First in 2020, he was one of the most experienced and respected journalists in Britain. He was deputy editor of the Times Educational Supplement (TES) for seven years, a role he combined with being comment editor and before that he was news editor. He has also written extensively about politics, regeneration and the media, featuring in most national papers including the Guardian, the Times, the Telegraph and the Independent. He is known for his sharp policy analysis, his wide-ranging network in journalism, and his skill at writing and shaping news and opinion from leading politicians, chief executives, high profile individuals, and large and small organisations. He offers high-value counsel and insight on media affairs, public opinion and policy formulation to many of Public First’s major clients. Ed also acted as an advisor to the education secretary on the political and communications strategy for the recent Schools White Paper.

Jonathan Dupont is a Partner at PF Global, where he leads our Economics practice. He has led work for clients internationally on topics including working for clients on topics including AI, digital government, local growth and energy. Jonathan joined Public First from the think tank Policy Exchange, where he was an Economic & Social Research. He has co-written multiple books on public policy, including A Time for Choosing for Palgrave Macmillan and Gridlock Nation for Biteback Publishing.

Paul Johnson CBE is an adviser to PF Global. He is the former Director of the Institute for Fiscal Studies, and is currently the Provost of Queens’ College Cambridge. He is a frequent commentator on economics and public policy.
- Jonathan SimonsPartner & Head of Education and Social Policy
Jonathan is a Partner at PF Global in the Education Practice where he works across UK and international clients in the K-12, higher ed, and career and technical education space. Jonathan has spent the past twenty years working in and with governments on education. His career includes eight years in the UK government, most notably 2.5 years in the No10 Downing Street Strategy Unit on education reform. He has also served as the Head of Education for the think tank Policy Exchange; and in international education for the global charity Varkey Foundation across the Gulf, sub–Saharan Africa, the UK, and Latin America. Jonathan is a Board Committee member of the UK higher education regulator the Office for Students, a Board member of the Independent Schools Council and a Trustee of Education Development Trust. He is the co-founder of Ark Greenwich Free School in London (a charter school). He was a member of the Education Investor Power 50 list in 2026.

Daisy Powell-Chandler is a Partner at PF Global, leading the Energy, Climate and Environment practice. She is an expert in energy systems, energy security, and climate policy. Daisy has spent her career advising political parties, charities and global businesses and leading opinion research on every continent except Antarctica. Alongside her policy work, Daisy continues to advise corporate teams on reputation and strategic campaigns. She is also creator of the reputation podcast Why Everybody Hates You.

Adam Bell is a Partner at PF Global, leading the Energy, Climate and Environment practice. Adam is a globally recognised expert in energy, having published on topics ranging from how power markets should be structured, how energy networks should be regulated, and how to decarbonise heat, all the way to how to deliver fusion power. He is a regulator commentator in print and broadcast media, and joined us from the UK Government where he led UK energy strategy.
- Seb WridePartner & Head of Research and Insights
Seb Wride is Partner at PF Global, leading the Data and Polling practice. Seb has led the polling team at Public First since 2019, and has run quantitative research projects spanning over 30 countries. His previous projects have included work for the Wellcome Trust and CaSE on how to run a successful campaign for R&D, a number of projects on public opinion on Net Zero and the environment including building new segmentations based on environmental attitudes, and research into the impact of the pandemic on mental health. Prior to joining Public First, Seb completed an MPhil in Psychological research, and his work on the relationships between music preference and personality was published in JPSP in 2022.

Jeegar Kakkad is a Partner at PF Global. Before taking up this role, Jeegar was a Director at the Tony Blair Institute, leading their policy work on government adoption of AI and running their Future of Britain programme. During his time at TBI, Jeegar also worked as a Strategic Policy Advisor to Keir Starmer in opposition, focusing on industrial strategy, innovation policy and technology policy. Previously he was Chief Economist and Director of Policy at ADS. He has written on AI and the labour market, pensions consolidation, capital markets, the National Security Investment Act, defence procurement and industrial strategy.
- Neil RossPartner & Head of Tech, Media and Telecoms
Neil joined PF Global 2025 having been Associate Director for Policy at the UK’s largest technology trade body techUK and having worked in Parliament for two Labour MPs. Over his career Neil has developed a deep expertise in tech policy and an understanding of the intersection of politics and technological change. He has sat on a number of Government advisory committees including on data protection reform, the Government’s SME Digital Adoption Taskforce and played an important role in shaping UK Government policy on competition in digital markets, AI policy, regulatory innovation and data protection reform after Brexit. Neil was recognised as playing an influential role in shaping the tech policy of the Labour Party ahead of the 2024 general election. He has regularly given evidence to Parliamentary Select Committees and is cited in a number of media outlets including the BBC, Politico, the Economist, WIRED and the Financial Times on technology issues. At Public First he brings his expertise and political insights to support our research with clients interested in technology and the effects of technological change on the economy and society.

Liam is a partner at PF Global, specialising in outcome driven campaigns that stretch from the local to international. His client base is multisectoral but specialising in energy, infrastructure and financial services. He has a strategy, public affairs and corporate communications background having previously worked for Weber Shandwick, Publicis and FTI Consulting. Liam has also spent time working for an MEP in the European Parliament.
- Luke BethamPartner & Head of Data and AI
Luke is a Partner at PF Global and leads its Data and AI team. A data scientist by training, he built PF Global's modern data infrastructure from the ground up. Today it underpins the firm's research, analysis and client delivery. Luke developed PF Global's MRP (multilevel regression and post-stratification) and research modelling tools. These turn survey data into reliable estimates at constituency, regional and demographic level. He has since extended them to the US and Europe, building consumer, business and election prediction models for both markets. More recently, he has led a team building software and AI tools for clients and for the firm itself. That work includes interactive dashboards that put research directly in clients' hands, automated analysis pipelines and bespoke AI applications. Having led PF Global's own firm-wide AI rollout, Luke also heads its AI advisory work, helping clients adopt AI effectively and safely. Luke is also PF Global's Data Protection Officer and Security Lead, so data governance is built into everything the team delivers. Before moving into data science, Luke spent 7 years as an exotics trader in capital markets at an investment bank.

Stephen has more than 30 years’ experience consulting to a diverse range of multinational and national corporate organisations. Over nearly two decades resident in Asia, he has held regional leadership positions with global consulting firms, guiding high performing teams to help organisations navigate complex situations and reputational and regulatory issues. Over the past decade, he has focused on corporate sustainability strategy and programme development, operating at the juncture of mature and emerging economies in Asia and around the world. Stephen began his career as a research historian focused on indigenous land claims in his native New Zealand, and then as a documentary producer. He is also a past president of the New Zealand Chamber of Commerce Singapore and a member of the Kea World Class New Zealand Network.

Liv Walsham is Director of Social Policy at PF Global having joined from her role as Director of Policy at Labour Party HQ. Liv brings nearly a decade of experience of working in the Labour Party, where she played a central role shaping Labour’s policy platform for the 2024 election and beyond. She was a senior policy adviser to Keir Starmer on health, education, crime and justice policy and worked to develop Labour’s manifesto. At PF Global, Liv leads our work on social policy encompassing public health, children's policy, communities and crime and justice.
- Ross GrayDirector
Ross advises on strategy and prioritisation where policy and regulation shape the investment case. He brings over a decade of experience across government and investment banking. He was Economics & Infrastructure Adviser in the No. 10 Policy Unit, where he advised four Prime Ministers, from Boris Johnson to Keir Starmer. Previously, at HM Treasury, he was Head of Spending and Strategy for the business department, overseeing a £20 billion budget across energy, business and innovation. He began his career in investment banking at Greenhill & Co.

Jack is a Director at PF Global, where he advises a range of clients on housing, development, growth and infrastructure. His work spans planning reform, housing supply and taxation, high streets, regional and local growth, and growth and infrastructure in the UK's innovation corridors. Before joining PF Global, Jack spent over four years as a special adviser in No 10, advising two Prime Ministers on housing, planning and levelling up. He helped write the Planning White Paper and worked on a range of housing, planning and building safety legislation. He also helped shape reforms to national planning policy, permitted development and major infrastructure consenting. Before government, Jack was Head of Housing and Planning at the Policy Exchange think tank. He writes regularly on housing and planning for national and trade media.

Scott is a Director in the Modelling team at PF Global, with 15 years of experience in applying rigorous economic analysis to a wide range of complex issues. Examples include examining how high childcare costs affect career progression among women, mapping “food deserts” in Britain and understanding the labour market impacts of adult education. Scott has written extensively on the economics of alcohol policy, and in 2019 set out detailed proposals for a reformed duty system. This report – “Pour Decisions” – played a key role in the Government implementing a differential duty rate for beer sold in pubs. Scott’s 2022 proposals for introducing a road pricing regime in the UK were recently endorsed by the former Transport Minister Lord Young. Scott’s insights have been covered in publications including the Financial Times, the Sunday Times, the Guardian and the Daily Telegraph. He has appeared on BBC News, Sky News, Radio 4 and a range of other broadcast media.

Adam is a director in the research and insights team helping clients to understand public views of policy areas and how to respond. Before joining Public First in 2025, Adam was head of political and social research at Opinium, including public polling for three general elections, the most accurate poll of the 2019 election, and being one of only two companies to show Leave winning the EU referendum. Adam’s work has included being the main polling partner of the Labour Party in the build-up to the 2024 general election, combining telephone, online and face-to-face methods to produce an in-depth study of health inequalities in London boroughs, and large-scale international trackers for PwC surveying 50,000 people across 40 countries.

Ed Shackle is a Director in PF Global's opinion research team where he leads our qualitative work. He oversees all of our focus group and immersive research as well as a number of larger deliberative projects. Ed has run dozens of qualitative projects for clients including universities, campaigns, think tanks and global companies. He regularly writes for national media outlets on public opinion. His background is in campaigning, and during the 2019 General Election Ed was Deputy Campaign Director of ‘Vote For Your Future’ the largest youth voter registration campaign, registering an estimated 290,000 18-35 year olds.
- Sally BurtonshawDirector
Sally is a Director in PF Global's Education practice, advising governments, foundations and education organisations in the UK and internationally. Her recent work spans intensive small-group tutoring, school attendance, access to higher education, misinformation and conspiracy beliefs among young people, and closing attainment gaps for disadvantaged young people. Before joining Public First, Sally worked in education policy, advocacy and membership organisations across both schools and higher education. She began her career working in schools in disadvantaged communities in the North East of England, an experience that continues to shape her focus on equity and pupil outcomes. Sally holds a doctorate from University College London (UCL), where her research examined how partnerships between schools and universities shape routes into higher education for young people from different backgrounds.

Andy is a director at PF Global and leads a practice area focused on money, work and care. His clients have included the ABI, Carers Trust, Fair4All Finance, Independent Age, Legal & General, Standard Life, UK Finance and Voyage Care. From 2011 to 2024 he was general secretary of the Fabian Society, where he directed the Labour-affiliated think tank’s economic, social and political research. He has also been director of policy and public affairs at Age UK and an expert adviser on pensions reform at the abrdn Financial Fairness Trust. With the Fabian Society, Andy worked on policy projects in collaboration with numerous Labour frontbenchers. In 2020 he was lead author for the commission on workers and technology, chaired by Yvette Cooper. Prior to the 2024 election he led a review for the Labour party on the roadmap to a National Care Service – key elements of which have been taken forward by the Government. He advised the Andy Burnham transition team on social care and has been a member of Labour’s joint policy committee and its work, pensions and equality policy commission.

Jess Lister is a Director at PF Global, where she leads the higher education practice in the UK and internationally. Her work spans across the tertiary and post-18 education landscape. She regularly advises vice-chancellors, sector bodies, research institutes and funders on how to deal with changes in policy, regulation, and political strategy. Her work combines policy analysis with extensive public opinion research. Jess writes regularly for Wonkhe, Times Higher Education and Research Professional. She previously worked in widening participation and public affairs at the University of Cambridge.
- Carly MunnellyDirector & Head of US
Carly Munnelly is a Director and the Head of Public First’s North America practice. She is responsible for leading our work across the US, Canada, and Mexico. She also leads our work in the international development sector. She has spent the last decade designing data-driven policy proposals and advocacy strategies on economic policy, international development, and climate change. She previously led a team delivering Save the Children’s global policy, advocacy and research on development financing. Before that, she worked for an NGO in Timor Leste where she led on national budget analysis and advocacy. She holds a master’s degree in International Development and bachelor’s in Economics.

Amy Norman is a Director in the Energy and Environment and the Data team. Before PF Global, Amy was a senior researcher at the Social Market Foundation where she worked on projects including the energy efficiency of homes, the design of a social tariff scheme for Citizens Advice and electric vehicle policy. Though now she concentrates on public policy relating to energy and net zero she previously worked at an education charity, advising on the delivery of the free schools policy.
- Rebecca Sims-RobinsonDirector & Head of Insight Strategy
Rebecca has a background designing primary research for public messaging campaigns. Her research in the past 6.5 years at PF Global has primarily focussed on campaigns in the energy transition, and public opinions towards voices and messaging in the climate debate. A skilled qualitative researcher and moderator, Rebecca has run projects in over 20 countries, and spent a six-month placement in our Singapore office. Prior to joining Public First Global, Rebecca worked for an organisation designing and executing research with populations in hard-to-reach and conflict zones.

Alison (Ali) Neyle is a Director at PF Global, specialising in corporate affairs, campaigns and strategy for clients across technology, media and telecoms. She has more than fifteen years' experience in politics, public services and consultancy, and advises some of the firm's largest corporate clients on the policy, regulatory and reputational arguments most critical to their business. Her expertise includes campaign design, strategic communications, stakeholder engagement and research-led advocacy. Alongside her tech, media and telecoms work, she has delivered for clients across financial services, aviation, healthcare and the energy transition. Ali began her career in Australia as a political advisor to a Senator, before moving to the UK to lead communications for the Chair and Chief Executive of the Local Government Association. She later became Assistant Director of Strategic Communications and Engagement at the Nursing and Midwifery Council.

Damayanti is a Director in the Economics team at PF Global, where she focuses on the economic impact of technology and artificial intelligence. Her work examines how AI adoption is reshaping productivity, labour markets and growth, and what this means for governments, businesses and workers. She leads quantitative research for technology and public sector clients, building evidence on the economic value of digital products, platforms and infrastructure. Before joining PF Global, Damayanti designed election and policy models for a political pollster, including MRP seat projections for high-profile national elections. She was previously a College Lecturer at the University of Oxford.

Bertie is a Director in the Infrastructure, industrials and defence practice. He joined PF Global from HM Treasury where he advised on infrastructure regulation, on the development of support schemes throughout the COVID pandemic and the 2021/22 energy crisis. At PF Global he leads work related to regulatory policy, including as part of the Prosperity Alliance. He is also an experienced qualitative researcher, leading dozens of immersive research projects across the UK and internationally. He has written on policy for the New Statesman, NPR, CapX and elsewhere, and he is a Civic Future Fellow.

Gareth has 15+ years’ experience working across philanthropy and social impact in the UK and globally. He has developed philanthropy strategies for major multinational companies and family foundations, helping philanthropists move from broad intent to ambitious, high-impact giving. He is particularly passionate about equipping donors with the insight, confidence and strategic clarity to build philanthropy that is both meaningful and genuinely exciting. His experience spans education, humanitarian response, global health, energy access, social inclusion, the arts, and scaling early-stage social ventures. He has also spearheaded multi organisation partnerships and funding collaborations, bringing together diverse stakeholders to tackle complex social and environmental challenges collectively.

Katie has spent the last 10 years working across strategy, policy and delivery roles at the Department for Education, most recently leading work on school and trust strategy, leadership and governance. She spent 3 years as the Schools Minister’s chief of staff, worked on the 2019 teacher recruitment and retention strategy, and led a large delivery team as part of the Education and Skills Funding Agency. She also worked on the government’s Covid response in the Cabinet Office. Katie brings a wealth of experience in education policy and government decision-making. Katie has a law degree from the London School of Economics and an Executive MBA from Hult International Business School. She has experience as a school governor and is a trustee of Tutors United.
- Michael DnesHead of Transport Policy
Michael has 20 years of experience in transport, including authorship of the government’s road investment strategy and the commissioning of multi-billion infrastructure projects. He has led work with the International Transport Forum on the advent of automated vehicles, as well as key work reforming both the highways and railways sector. He writes the Limbostructure substack, where his work has been cited by the Prime Minister.

Mathilde Kara is Chief of Staff at PF Global. She previously worked in the CEO Office at Global Counsel as Chief of Staff to the CEO, and before that was a Senior Strategist at Gemic. Her experience includes executive office work, strategy consulting and political and geopolitical risk analysis.

Abigail is Director, Strategy and Policy Comms based in Washington DC. Before Public First, Abigail was the Director of Comms for the UK Tech and Energy Departments, and also led campaigns in house for British unicorn Deliveroo and Heathrow.

Chris has over 15 years experience across the agency, corporate and public sectors, on challenges ranging from the high-profile Heathrow expansion campaign, to COVID-19 pandemic and national disaster crisis communications, and emerging technology and resources debates. At PF Global, he advises on communications efforts across a variety of transport, infrastructure, defence and critical minerals clients. Prior to PF Global, Chris worked at Heathrow Airport, where he was Head of Reputation and Campaigns and digital lead for their high-profile expansion campaign. Originally from Australia, Chris worked as a senior press officer for the award-winning Queensland Police Service Media & Public Affairs team prior to moving to the UK. Chris has extensive experience building campaigns and delivering communications strategies across all channels.

Adrian brings more than 16 years of experience in the private sector; from commodities, biofuels, telecommunications to conservation finance. He started his career in the palm oil sector on sustainable supply chains, working with stakeholders on critical sustainability issues and Nature Based Solutions (NBS). Adrian is experienced in various initiatives such as the Roundtable for Sustainable Palm Oil and helped set-up sustainable landscape projects in Indonesia. Adrian served as the technical committee chair of the International Sustainability and Carbon Certification, and served as an advisory board member in the Nordic Microfinance Institute./ Abler Nordic.

Sarah is a Director at PF Global, where she runs the 2030 Prosperity Alliance and builds AI to improve democratic engagement. She began her career in UK politics as Parliamentary Researcher to Theresa May, then as Head of Briefing to Prime Minister David Cameron. Sarah spent nearly a decade at London Stock Exchange Group (LSEG), leading UK and international policy campaigns on access to finance before moving to New York to become LSEG's Head of Strategy and primary markets for North America. She then moved to venture capital, becoming a Partner at VC studio Kairos HQ, backing unicorns including Bilt Rewards and Cera Care. Moving back to the UK, she led corporate affairs at Cera, then co-founded Village, an award-winning agentic AI startup. She is on the Board of Tommy's, the UK's leading pregnancy and baby loss charity.

Finn played a central role in rebuilding the Labour Party’s relationship with business in opposition, before leading a team in the Department for Business and Trade as Chief of Staff to Jonathan Reynolds. She has over a decade of experience in communications and campaigns across print, broadcast and digital media. In government, she worked on the Industrial Strategy, managed high-profile cases such as the acquisition of Harland and Wolff and legislation to secure British Steel, and contributed to trade negotiations that delivered landmark agreements with India and the United States.

Richard is Director, Media at PF Global. Before joining he was a journalist for more than 20 years, working in the construction press, the education sector and then for the last 10 years he wrote about politics as a lobby reporter for The i Paper. During his time working in Westminster he covered Brexit, the Covid pandemic, three elections and witnessed six Prime Ministers enter Downing Street.

Anna leads PF Global's work in Health & Life Sciences. Prior to this she spent 4 years as Head of Strategy to Baroness Nicola Blackwood, serving as a trusted advisor across her portfolio including Genomics England, Oxford University Innovation, BioNTech, HDRS, and RTW Biotech Opportunities. An experienced advisor to senior leaders across health and life sciences, Anna was also Head of Office to Lord Ara Darzi and has worked in leading Westminster think-tanks, including the Tony Blair Institute and Onward. Anna holds degrees in Law, Politics and Spanish from Queen's University Belfast.

George is an Associate Director at PF Global, working across strategic communications and education, skills and levelling up policy. He draws from a diverse background in journalism and public relations. As a news reporter, he covered the local government beat in the regional press, skills policy at the Times Educational Supplement and politics when working as a parliamentary reporter for the Press Association during the Brexit negotiations and the Covid pandemic. George was a further education and apprenticeships specialist at UCAS before joining the Association of Colleges to lead media relations. He is experienced in crisis communications, building media and campaign strategies and supporting in managing relationships with key stakeholders. Outside of work, he sits on the board of his local college as a governor.

Holly Papworth is an Associate Director at PF Global, where she leads on skills policy. Holly has spent her career working across education and skills, spanning policy research, advocacy, media and political strategy. Previously Head of Policy at an education foundation, she led public affairs, policy and campaigns on apprenticeships, vocational education and skills training across the UK. At The Times, she advised on a comprehensive review of the education and assessment system, from early years through to lifelong learning. Earlier in her career, Holly was Head of Office to a former Skills Minister and Chair of the Education Select Committee, advising on inquiries, media engagement and cross-party campaigns on public policy and funding. Her writing on education and skills has appeared in national and sector press, and she is an Enterprise Adviser with the South London Careers Hub.

Eamonn Ives is an Associate Director and sits across PF Global’s Technology, media & telecoms and Economics practices. Since joining PF Global, Eamonn has provided original thought leadership and analysis on topics including developing trends in AI, the future of the platform economy, cloud computing and digital infrastructure. Sam joined PF Global in 2022, bringing over seven years’ experience in public service. Notably, Sam worked in the Cabinet Office, where he held positions as the Head of International Policy in the Prime Minister’s Illegal Migration Taskforce and as the Home Affairs Lead in the Cabinet Secretariat. Sam is an expert in UK Governance, including the navigation of Whitehall decision making processes, parliamentary procedure, devolution and the machinery of government. Sam is also experienced with the Government’s procurement processes, having been the Head of Covid Therapeutics Procurement during the pandemic.

Natasha joined the energy policy team in PF Global in 2024 from the civil service. She specialises in energy, infrastructure and climate policy and government affairs, having spent 7 years across the civil service and most recently in the Department for Energy Security and Net Zero. Natasha holds a degree in International Relations from the University of Leeds.

Eve advises on political strategy and messaging, helping organisations navigate the political landscape and understand how complex issues will land with policymakers and stakeholders, particularly across technology and emerging tech. She brings experience across government, Parliament and political campaigns, including as a Special Adviser to the Deputy Prime Minister, where she advised on emerging technology, use of AI in the public sector as well as cross-government reform. She has worked extensively on technology regulation and combines this policy expertise with strategic communications experience, including developing legislative influence campaigns, advising senior political figures and organisations, and securing national media coverage.

She started her career in Client Management before moving into Research and Insights, and uses this experience to help clients bridge the gaps between research, strategy and communications. Sarah holds a MA in Modern and Contemporary Literature, and a BA in English Literature with Creative Writing, from the University of East Anglia.

Amy is an Associate Director in the PF Global Education team. Amy brings over a decade’s experience of working in government, with particular expertise in driving strategic and system-wide reform, influencing across Whitehall and working at the intersection of politics and policy at the centre of government. Most recently, she worked across the education and schools brief at the Department for Education, leading on the Education Secretary’s school system strategy, and advised on reforms including school and trust accountability and qualifications. Prior to that, she worked in Ministerial offices and strategy teams across a wide range of social and domestic policy, including health, culture, transport and the Covid-19 crisis response.

While studying Economics at the University of Edinburgh, she founded a social finance company and worked as a pro bono strategy consultant for organisations across the UK non-profit and charity sector.

Sam has spent the last 12 months in-house at Primark, acting as Interim Programme Manager of Primark Cares. This has involved directly supporting Primark’s Sustainability Director through programme delivery, governance, and stakeholder engagement under the wider goal of embedding the strategy within the business and accelerate progress.

Michael is an Associate Director in the PF Global Corporate Affairs team and has over a decade of experience working at senior levels in Westminster on complex domestic and international policy issues. Prior to joining PF Global, Michael was the Director of Labour Friends of Israel. Earlier in his career, he worked at Labour HQ as the elected National Chair of Labour Students.

Prior to joining PF, Wayne was the Singapore market lead at Asia Group Advisors, an Access Partnership company based in Singapore. He oversaw public policy and government engagement efforts in AI, data centres, and cloud computing portfolios. Wayne began his career at INSEAD and SGTech where he led projects and served as a government affairs liaison. Wayne holds a bachelor’s degree in international relations from the University of London.

- Ben SavoursSenior Economist
Ben is a Senior Economist at PF Global in the Data and Modelling team. Prior to joining, Ben worked for the built environment consultancy Arup specializing in modelling the economic benefits of transport schemes, commercial and retail developments, and net zero policy initiatives. Some of Ben’s more unusual projects included demand and economic modelling for a new shuttle ferry service across the Thames, carrying out a cost benefit analysis of E-scooter rental schemes, and building both financial and economic models for a policy designed to stimulate commercial and residential retrofit at scale. Before retraining as an economist Ben was a secondary school teacher teaching both maths and politics, occasionally at the same time. Ben has a BA in mathematics from Oxford University and an MSc Economics from UCL.
- Nicolas WiecekSenior Economist
Nicolas is a Senior Economist at PF Global. He is an urban development specialist, working at the intersection of strategic planning, infrastructure and economic development. Prior to joining, Nicolas was a Senior Economist in the Economics and Case Making team at Arup. Some of his projects included evaluating the wider economic impacts of the Elizabeth line, modelling future office needs for the City of London which informed targets for the City Plan 2040, and shaping infrastructure and climate action plans for a range of cities and regions in the UK and internationally. Before moving to the UK, Nicolas worked in France for a major social housing funder and provider, and in Vietnam in an urban consultancy. He holds a masters degree from ESSEC Business School with a major in urban economics.

Rahat Siddique is a senior economist in the Data and Economics team. Prior to joining PF Global, she worked as a Policy Manager at the LSE Growth Lab and Policy Fellow at HM Treasury, delivering a work programme to support greater academic and evidence-driven policymaking. Rahat has worked as an economist at the CBI, leading projects on topics ranging from entrepreneurship during Covid-19 to fiscal incentives to meet the UK’s net zero commitments. Rahat has a master’s degree in public policy and undergraduate degree in economics, both from the LSE.
- David WhitakerSenior Economist
David is a Senior Economist in PF Global’s Data and Economics Team. He has over 16 years of experience with specialisms in macroeconomic analysis, forecasting, quantitative modelling and econometrics. He has undertaken analysis on a range of diverse topics, including personal and corporate taxation, business investment and trade, bank stress testing, inflation and the UK housing market. Before joining Public First, David led macroeconomic forecasting analysis at Starling Bank. Prior to this, David worked at HM Treasury and the Office for Budget Responsibility and also had previous roles at Deloitte and in economic consultancy. He holds a MSc in Economics at University College London, and a BSc in Economics and Economic History from at LSE. David also has a Postgraduate Diploma in policymaking from King’s College London.

From academia, where she researched international environmental policy, climate adaptation, and forced migration in the Middle East and North Africa. Since joining, Sunita has worked on projects across a wide-range of policy areas, including global-facing R&D, overcrowding in prisons, the teacher recruitment crisis, the use and regulation of AI, and consumer attitudes towards sustainability. Sunita holds an MSc in Conflict Studies from the London School of Economics and a BA in International Affairs and Environmental Studies from Northeastern University in Boston, Massachusetts.

Michela is a Senior Research Manager with the Opinion Research and Insight practice. She previously worked at the ESRC Business and Local Government Data Research Centre, contributing to data-driven research to inform policy and best practice across sectors. She has also worked as a Research Assistant, including on projects surveying members of the Irish Parliament. Since joining in early 2024, she has worked across a wide range of policy areas, including shifts in media consumption habits, political disengagement and trust, attitudes toward private healthcare, prison sentencing reform, and public attitudes towards sustainability and the adoption of low-carbon heating technologies. She specialises in survey research and advanced quantitative methods.

Olly is a Policy Manager in the Tech, Media & Telecoms Practice. During his time at PF Global Olly has worked on projects across the globe, focusing on subjects varying from AI’s potential to transform public services, to the positive impact of sport on the UK. He has also run focus groups and contributed to multiple pieces of immersive research. Prior to joining Public First Olly completed an MA in Research Methods (Politics, International Relations, Security) at Durham University. He also contributed to “The Little Black Book of Lying Boris Johnson” from the Byline Times.

Harry is a Senior Policy Manager in the Tech, Media and Telecoms team. Before joining PF Global, Harry was in the Civil Service for 8 years, most recently leading technology adoption policy at the Department for Business and Trade where he established the SME Digital Adoption Taskforce and oversaw the development of regional pilots testing ways of overcoming barriers to technology adoption. He was previously a Senior Strategy Advisor working on fiscal events in the former Department for International Trade and prior to that was private secretary to the Permanent Secretary at the Department for Transport.
- Lynton LeesSenior Policy Manager
Lynton is a Senior Policy Manager in the Education practice specialising in higher education. Her PhD from Columbia University explored the history of universities in modern Britain; she has taught widely on British and European history with fellowships and visiting studentships at the National Academy of Education in Washington DC, Princeton University and Birkbeck, University of London. Previously she was a Senior Policy Adviser at the British Academy and led widening participation work at Christ Church, Oxford. As an undergraduate at Oxford she founded and secured national media coverage for the UK’s first student group representing first-generation low-income students.

Before joining PF Global, Ruby worked as a senior researcher and advisor in Parliament for seven years across a number of ministerial and shadow ministerial briefs from home office policy to energy, business and trade. Ruby has a BA in English Literature from UCL and a Masters in Contemporary Literature from Birkbeck.

Jules Walkden is a research manager in the polling team at PF Global. He joined shortly after the completion of his BSc in politics with economics from the University of Bath, as part of which he completed a year in industry working for the data and consulting firm Kantar. Whilst at university, he received high distinction for his extended dissertation where he researched the role of disinformation in the political violence that occurred during the 2021 Capitol riot.

Laurel Boxall is a Policy Manager in PF Global’s Tech, Media & Telecoms practice. From 2023-2025 she served as Tech Policy Advisor at Labour Together, building the Labour Party’s tech offering ahead of the 2024 election and continuing to develop Labour’s position beyond it. She secured a manifesto commitment to ban deepfake nudification apps, advised No.10, Ministers, and the PLP on AI, government digital capability, and digital regulation, and co-authored a highly influential paper on digital identity. Laurel holds an MPhil from the University of Cambridge and a BA Hons from the University of Oxford.

Margaret is a Policy Manager with a focus on defence, infrastructure resilience and energy security. She joined PF Global in 2024 following the completion of her MA International Relations from King's College London. During her time at PF Global, she has completed in-depth research for clients across a variety of topics, including energy market reform, military and civil aerospace, and increasing UK resilience to hybrid threats and geopolitical instability. Previously, Margaret worked for an aerospace and defence-focused government relations firm in Washington, D.C.

Since joining, George has worked on projects across the energy system from the wholesale energy market to consumer and grid-scale flexibility. Beforehand, he worked as a Parliamentary Assistant focusing on energy policy from critical minerals, heat decarbonisation and electric vehicles. George also has an MSc in Environment, Politics & Society from University College London.

Jamie is a Policy Manager at PF Global, in the Money & Work team. He works across a range of policy areas including financial services, consumer finances and the labour market. He joined PF Global from Dods Political Intelligence, where he led the firm’s work on economic and financial services policy. At Dods, Jamie published work on intergenerational fairness, fintech innovation, and the UK’s economic outlook. Prior to this, he worked in financial services. Jamie holds an MA (Distinction) in Contemporary History from the University of Birmingham, where he was awarded the Birmingham Masters Scholarship, and a BA in History and Political Science.

Before joining Public First, Ben worked as the Mayor's Assistant at Middlesbrough Council, supporting the directly elected Mayor and Council leadership. In this role, he managed the Mayor's communications and strategy and co-led the development of a new childhood enrichment agenda. He holds a bachelor's degree in Human, Social, and Political Sciences from the University of Cambridge, with a focus on political sociology. In his spare time, he is a trustee of award-winning anti-poverty charity Thrive Teesside.

Caitie is a Policy Manager at PF Global, working in the Energy, Climate, and Environment team. She joined PF Global in 2025 from the Conservative Environment Network (CEN), where she worked with parliamentarians, mayors, and councillors on transport decarbonisation and clean air and fundraising. Prior to this, Caitie completed an internship in Parliament and at the Department for the Environment Rural Affairs and holds a BSc in Politics and International Relations from the University of Southampton.

Her background is in public affairs, where she supported blue-chip companies and major UK organisations across the energy, digital and infrastructure sectors in navigating policy and regulation challenges to achieve lasting change, and move major projects forward. At PF Global, her work focuses on how the UK can build a clean, affordable and resilient energy system. She has worked on projects covering climate resilience for critical infrastructure, flexibility, green gas and bioenergy, sustainable aviation fuel, and decarbonising heat. Jovana holds an MA (Distinction) in Strategic Communications from King's College London.

Oliver is a Senior Policy Manager at PF Global, specialising in economic policy. He leads policy projects across the firm, including authoring a major report for the Prosperity Alliance, a national growth campaign. Oliver is an experienced qualitative researcher who regularly runs focus groups and immersive fieldwork and combines this with a strong quantitative background. He joined Public First as an economist after completing an MSc in Economics at the University of Oxford, where he was the department's Development Economics Scholar. His thesis examined how political economy factors contribute to the misallocation of healthcare resources in Brazil.

Tom is a Policy Analyst in PF Global's Housing and Infrastructure practice. Since joining, he has worked on projects spanning stamp duty reform, reform of England's water sector, the growth of the Oxford-Cambridge corridor and public attitudes towards social housing. Before joining PF Global, Tom was a Senior Consultant at Bridgehead Communications, where he worked on adult social care and developed a proposal with the Care Association Alliance for a national framework for funding elderly care. Tom holds a first-class BA in Economics, Politics and International Studies from the University of Warwick, where his dissertation examined four decades of UK housing policy.

Ned Field is an economist at PF Global. He previously spent over three years in Whitehall at the Department for Levelling Up. There he worked on engagement with local authorities in the run up to Brexit and during the Covid-19 pandemic, before spending two years in the Cities and Local Growth unit as a local economies intelligence officer. He studied Politics with Economics at the University of Bath.

Areen is an Economist at PF Global, where she focuses on modelling and evaluating economic impact. Since joining PF Global, she has worked across a wide range of policy areas, including the economic impact of the adult social care sector, regulation in tech and education policy for children in need. Before joining PF Global, Areen worked in the competition practice at Charles River Associates, where she advised clients on mergers and market investigations before the Competition and Markets Authority in the UK and the European Commission. She holds an MSc in Economics from the London School of Economics and a BEng in Civil and Environmental Engineering from the American University of Beirut.

Leon Klee is an Economist at PF Global, specialising in economic impact analysis, quantitative modelling and policy evaluation. He works across a range of sectors, with past analysis covering the fiscal impacts of UK energy policy, the economic opportunity from AI adoption and socioeconomic barriers to postgraduate progression. Before joining PF Global, Leon was an Analyst at Copenhagen Economics, where he advised clients on European industrial, energy and trade policy, including macroeconomic modelling of Europe's climate agenda and its effects on competitiveness and transition costs. Leon holds an MSc in Economics from the University of Munich and a BSc in Government and Economics from the London School of Economics.
- John Lourenze PoquizSenior Economist
Before joining PF Global, John was a Postdoctoral Researcher at the University of Cambridge's Bennett School of Public Policy, where he led empirical studies on AI adoption and developed new methods for measuring digital economy. His academic works have been published in the Review of Income and Wealth, Journal of Economic Surveys, and an NBER volume on Transformative AI, among others. Earlier in his career, John spent seven years as a Senior Statistician at the Philippine Statistics Authority, where he compiled quarterly GDP estimates, built Input-Output Tables, and led the development of the country's Health Spending and Ocean Economy Satellite Accounts. He holds a PhD in Economics from King's College London and a Masters degree in Economics from the University of Adelaide.

Rafi is a Policy Analyst in the Tech, Media, and Telecoms Practice at PF Global. Before joining the firm, he worked in EdTech, where he helped develop an AI-driven learning product while leading business development efforts. Earlier in his career, Rafi interned at the urban intelligence firm, The Business of Cities, contributing to research projects for international clients. He studied Politics and International Relations at the University of Bristol, graduating top of his cohort in his final year.

Noah is a Research Analyst in the Research and Insights team, working on quantitative research. He graduated from the University of Sheffield with a degree in Politics, Philosophy and Economics, focusing on public opinion, political and economic thought, and policy. During his degree he worked as an intern at Public First.
- Iman Abdul KarimResearch Analyst
Iman is a Research Analyst in the Research and Insights team. Prior to joining PF Global in November 2025, she worked as a coordinator for the social mobility programme Target Oxbridge, where she mentored over 70 students through the university application process. She graduated from the University of Cambridge with a BA in Psychological and Behavioural sciences, and her dissertation research explored the relationship between educational aspirations, socioeconomic status and GCSE grades.
- Vivian GounariResearch Manager
Vivian is a Qualitative Manager in the Opinion Research team at PF Global. She joined shortly after the completion of her MSc in Social Policy and Research Methods from UCL, as part of which she completed a qualitative community project on the impacts of digital exclusion for individuals experiencing homelessness and trained in mixed methods. Prior to her degree, she completed a Research and Evaluation internship at Good Things Foundation, conducting focus groups across the country with diverse demographics on digital literacy.
- Gabriel FungResearch Analyst
Gabriel is a Research Analyst in the Research and Insights team. He was previously a Researcher at the National Centre for Social Research, where he worked on a variety of national cross-sectional and longitudinal surveys. Prior to this, he was a freelance journalist publishing in venues like The Diplomat and Hong Kong Free Press. He has a Bachelor's in Journalism from HKU, and a Master's in International Relations from the University of Oxford. He is also pursuing PhD studies in International Relations at Oxford.
- Caitlin Luhde-MacLarenResearch Analyst
Since joining the Research and Insights team at PF Global in October 2025, Caitlin has helped deliver qualitative and quantitative research programmes to inform campaign strategy. Her work spans UK politics and society, as well as public attitudes towards climate action and the energy transition across Europe. She holds a first-class BA with honours in Human Geography from Durham University, with her dissertation examining the causes of the 2024 Southport riot. This dissertation won the Royal Geographical Society’s Race, Culture and Equality Award for 2025.

Hugo joined PF Global in September 2026 as a Research Manager specialising in research for campaigns. Prior to this, Hugo worked at ORB International and M&C Saatchi conducting primary quantitative and qualitative research programmes focused on populations in hard-to-reach and conflict zones for commercial, public-sector and NGO clients. Hugo holds a MA in International Security and a BA in Psychology and Political Science.

Asra is a Policy Analyst in the Technology, Media & Telecoms practice. Prior to joining PF Global, Asra worked at the Ellison Institute of Technology in Oxford, contributing to policy across a wide range of areas including AI in Government, GlobalHealth and Sustainable Agriculture. Prior to this, she was a research assistant at the University of Oxford, developing biomaterials for drug and vaccine delivery which led to publication of her work in Nature. Asra holds an MRes in Biomedical Engineering and a BSc in Chemistry from the University of Glasgow.
- Sarah AndersonPolicy Analyst
Sarah is a Policy Analyst in the Education practice. She graduated from the University of Cambridge with a first class BA in Classics, and subsequently spent a year as Undergraduate President and Chair of the Board of Trustees at Cambridge SU. Since joining PF Global she has co-authored the report of the Inquiry into White Working Class Educational Outcomes, and led the analysis for the Parent Voice Project, the largest ever poll of English parents. Sarah is also a governor of a primary school in Southwark.
- Luca LombardoPolicy Analyst
Luca is a Policy Analyst in the Education practice, working on higher education, schools, and skills. He arrived at PF Global after completing a Politics and International Relations MPhil with distinction from the University of Cambridge. Since joining, Luca has conducted qualitative and quantitative research, polling analysis, impact evaluation and public affairs work for leading universities, sector bodies and charitable foundations. He is also a regular commentator on higher education policy and has recently published work with PF Global on progression into postgraduate study and voter attitudes to education.
- Adarsh KrishnanData Engineer
Adarsh designs and builds the software and data platforms. He engineers production data pipelines, cloud data warehouses and full-stack web applications, taking systems from architecture through to deployment and ongoing operation. He has led large platform migrations and built secure, access-controlled applications that clients and internal teams rely on day to day. His focus is on reliability: automated testing, validation against source data and careful release practices, so systems keep working as they scale. He also brings AI into the engineering process to ship faster without cutting corners.

Harry joined PF Global in 2025, having previously worked as an archaeologist, where he led community-focused heritage and ESG projects. Prior to this, Harry completed his BA in History & Politics at Northumbria University, blending political science and historical provenance with a focus on Commonwealth and early attempts of aid administration. Harry currently works across the campaigns and insights practices, where he has been involved in campaigns and qualitative research projects. Blending an understanding of perspectives of local constituents into strategic advice.

Tim is a Data Scientist specialised in political behaviour and public opinion. At PF Global, he has forecast major elections, mapped local attitudes across the UK, US, and Europe, deployed interactive data products, and brought polling in-house. Prior to this, Tim worked at the Tony Blair Institute for Global Change across policy, insight, and AI teams. There, he helped develop products aimed at policymakers and co-authored reports on political polarisation, digital ID, organised crime, and frontier tech. He holds an MSc in Social Data Science from the LSE and a BA in Political Science from McGill University.

- Tiffany LamData Scientist
Tiffany is a Data Scientist in the Data Team at PF Global. She previously worked as a Capstone Consultant with UN ECLAC, where she built a scalable pipeline to integrate geospatial datasets and applied econometric and machine learning techniques to model urban vacancy in Latin American cities. Before that, she was a State and Local Government Consultant at Guidehouse. There, she supported a New York State rental assistance programme, building a SQL pipeline to process over 30,000 applications and helping disburse more than $300 million in federal funds. Her experience also spans climate risk modelling, LLM pipeline development, economic research, and data visualisation. Tiffany holds an MPA in Data Science for Public Policy from the London School of Economics and a BA in Economics from Northeastern University.

Marcia is an analyst at Robertsbridge, joined the company in 2025. She holds a BSc in Environmental Engineering from Institut Teknologi Bandung with an exchange semester at the University of Leeds in Environmental Science and Sustainability. She contributes to sustainability projects by applying technical knowledge to practical insights, proven by her involvement in supporting projects for mining and palm oil clients. Prior to Robertsbridge, she gained applied experience as a Research Intern at the Resilience Development Institute and as an HSE Intern at PT Rekayasa Industri.

Farah is a sustainability professional with a background spanning environmental NGOs, corporate roles, and advisory work. Her journey began eight years ago in the non-profit sector, delivering environmental and community initiatives, before moving into corporate sustainability at Maybank and PwC Indonesia. She has since worked on ESG reporting, stakeholder engagement, sustainable finance, and policy projects. Now at PF Global, Farah helps businesses navigate evolving sustainability challenges. She holds a BSc in Earth, Energy, and Sustainability with a minor in Policy Science from Leiden University, providing her with a strong foundation in environmental governance and policy.

Melanie’s expertise includes client and project management, as well as qualitative and quantitative methods, survey design and data analysis. Adam manages projects across our Energy and Tech, Media & Telecoms practices. Previously, as a Senior Project Manager and Strat Comms Trainer, he has led multi-country projects across East Africa, West Africa, Eurasia and Europe, spanning international development, defence, public policy, business development and technology. In previous roles, his research and project leadership have supported communications strategies for clients including UK FCDO, US Counterterrorism Bureau, US Global Engagement Center McKinsey & Co., Nokia, and Mortgage Bankers Association. Key achievements include coordinating the build of a misinformation detection app in the Western Balkans, leading strategic communications workshops to ministers and key stakeholders in Somalia, coordinating development of a bespoke media monitoring tool in Eurasia and comparative research informing Nokia’s CEO branding strategy.
